E-Participation Policy

Introduction

In line with Najran Municipality's commitment to promoting transparency, improving the quality of services, and enabling citizens and beneficiaries to participate effectively in municipal decision-making, the Municipality adopts the E-Participation Policy as one of the main tools to achieve user-centricity and improve the digital experience.

Objective

This policy aims to regulate the mechanisms for electronic participation of beneficiaries in the development of municipal services and related decisions, through available, secure, and user-friendly digital channels, in accordance with the E-Participation regulations issued by the Digital Government Authority.

Scope of the Policy

This policy applies to all of the Municipality's digital channels, including:

  • The Municipality's official website
  • Official social media platforms
  • Live chat system
  • "Balady" platform
  • Official 940 service
  • Official email
  • National unified platform

Participation Mechanisms

The Municipality is committed to providing multiple means of e-participation, including but not limited to:

  • Electronic surveys to gauge beneficiary views on municipal services and programs.
  • Open consultations for feedback on policy or regulatory proposals.
  • Digital consultations on improving user experience or developing new services.
  • Assessments and electronic voting on certain municipal initiatives.
  • Interactive responses through official channels to receive comments and inquiries.

Rules for Using E-Participation Tools

  • Participation must be appropriate and respectful.
  • Contributions containing abuse or illegal or unethical content are prohibited.
  • The Municipality reserves the right to remove or modify any contribution that does not comply with the specified policies.
  • Participant identity is kept confidential unless it violates applicable laws and regulations.

Municipality Commitments

  • Analyzing participation outcomes and submitting periodic reports to the relevant departments for use in decision-making.
  • Publishing summaries of participation results and the extent to which they have been adopted and their impact on policies or services.
  • Committing to transparency in publishing information and open data related to participation.
  • Ensuring ease of access to participation for all segments of society, including persons with disabilities.
